1. INTRODUCTION AND ACCEPTANCE
These Terms and Conditions (“Terms”) govern your access to and use of the Horizonline website, digital platforms, consultancy services and related business support services (collectively, the “Services”).
By accessing our website, submitting an enquiry, requesting a quotation, engaging our Services or otherwise dealing with Horizonline, you confirm that you have read, understood and accepted these Terms. If you do not agree with these Terms, you should not access or use our website or Services.
2. ABOUT HORIZONLINE
2.1 Company Information
Horizonline is a UAE-based consultancy and business services provider offering professional assistance and support in connection with business establishment, corporate services and related administrative requirements in the United Arab Emirates. Horizonline is an independent private consultancy and is not a government authority. Unless expressly stated otherwise, Horizonline is not affiliated with, sponsored by, endorsed by or acting as an agent of any UAE government department, free zone authority or other governmental entity.

2.2 Nature of Our Services
Depending on the engagement, Horizonline may provide consultancy, coordination and administrative support relating to business setup and company formation, mainland and free zone establishment, business licence applications and renewals, corporate and administrative support, PRO and government-related processing assistance, visa and immigration-related assistance, Emirates ID-related application support, bank account opening assistance, corporate documentation, business advisory and other related services.
3. WEBSITE USE
You agree to use the Horizonline website only for lawful purposes and in a manner that does not violate UAE law, infringe third-party rights, attempt unauthorized access, introduce malicious software, interfere with website security, misuse our intellectual property or provide false, misleading or fraudulent information. Horizonline may restrict or suspend access where we reasonably believe these Terms have been breached.
4. ENGAGING HORIZONLINE
An enquiry, telephone conversation, WhatsApp message, email or quotation does not automatically create a binding obligation on Horizonline. A Service will generally commence after the relevant scope has been agreed, required documents have been received and applicable fees or deposits have been paid. Where appropriate, a separate quotation, proposal, engagement letter or service agreement will apply to the specific assignment. The applicable scope may specify services included/excluded, fees, government charges, taxes, estimated stages, required documentation, payment schedule and project-specific conditions.
5. CLIENT RESPONSIBILITIES
You agree to provide accurate, complete and genuine information; respond to document requests in reasonable time; provide valid identification and supporting documents; inform us of material changes; comply with UAE laws; pay agreed fees; cooperate with authorities and third parties where required; ensure proposed activities are lawful; and not use our Services for fraudulent, deceptive, prohibited or unlawful purposes. Horizonline is not responsible for delays or additional costs caused by incomplete, inaccurate, expired or late documentation supplied by the client.
6. FEES, PAYMENTS AND TAXES
Our fees depend on the nature and complexity of the Services and will normally be communicated through a quotation, proposal, invoice or service agreement. Services outside the agreed scope may incur additional charges. An advance payment or deposit may be required. Work may be placed on hold where payments are overdue. Payments must be made through approved methods. The client remains responsible for agreed charges for work already performed.
UAE VAT: Unless specifically stated otherwise, applicable fees are exclusive of UAE Value Added Tax (VAT). Where VAT is legally applicable, it will be charged at the rate prescribed under UAE law and reflected on the relevant tax invoice.
7. GOVERNMENT AND THIRD-PARTY CHARGES
Government authorities and external providers may impose charges for licences, visas, immigration, establishment cards, Emirates ID, medical tests, attestations, translations, banking, courier services or other official processes. Such charges are separate from Horizonline’s professional fees unless expressly included in a quotation, may change according to the relevant authority, are outside our control, and may be non-refundable once paid.
8. GOVERNMENT APPROVALS AND PROCESSING TIMES
Horizonline provides consultancy, coordination and administrative assistance. Final decisions regarding licences, visas, immigration applications, registrations and other official matters remain with the relevant UAE authority. We do not guarantee approval, issuance of a licence, visa or permit, or completion within a particular period. Processing times and requirements may vary, and authorities may request additional documents or procedures.
9. BANK ACCOUNT OPENING
Where Horizonline assists with bank account opening, such assistance is limited to consultancy, coordination and administrative support. The decision to open or refuse an account rests entirely with the financial institution. We do not guarantee bank approval, a particular bank, account type, banking limit or processing period. Banks may conduct independent KYC, AML, risk and due-diligence checks.
10. VISA AND IMMIGRATION SERVICES
Visa, immigration and Emirates ID-related applications remain subject to the requirements and decisions of the relevant UAE authorities. Approval may depend on eligibility, documentation, medical examination, security checks, immigration requirements, quotas and other regulatory considerations. Horizonline cannot guarantee approval where the final decision rests with a government authority.
11. COMPLIANCE, KYC AND ANTI-MONEY LAUNDERING
Horizonline may conduct customer identification, verification and due-diligence procedures as required under applicable UAE laws and regulations. You may be asked for identity, ownership, beneficial ownership, source or nature of funds where applicable, business activity and other compliance information. We may decline, suspend or terminate an engagement where required information is not provided or where continuing the relationship may create legal, regulatory, compliance or reputational concerns. Where legally required, information may be disclosed to competent UAE authorities.
12. REFUNDS AND CANCELLATION
Refund eligibility depends on the nature and stage of the Service. Unless otherwise agreed in writing, fees for Services already performed may not be refundable; government and third-party charges already paid may be non-refundable; incurred administrative expenses may be deducted; cancellation requests should be made in writing; and costs may remain payable where cancellation results from incomplete or inaccurate client information. Specific written refund terms for an engagement will apply where provided.
13. LIMITATION OF LIABILITY
To the maximum extent permitted by applicable UAE law, Horizonline is not responsible for losses arising from circumstances outside our reasonable control, including government decisions, regulatory changes, bank decisions, third-party delays, system failures or inaccurate client information. To the extent permitted by law, Horizonline shall not be liable for indirect, incidental, special or consequential losses. Where legally permitted, aggregate liability relating to a specific Service shall generally not exceed the professional/service fees actually paid to Horizonline for that Service. Nothing excludes or limits liability that cannot lawfully be excluded or limited.
14. REGULATORY AND LEGAL CHANGES
UAE laws, regulations, government procedures, fees, eligibility criteria and administrative requirements may change. Such changes may affect the cost, documentation, structure or processing time of a Service. Horizonline will make reasonable efforts to communicate material changes affecting an active engagement but is not responsible for consequences arising solely from changes introduced by authorities or regulators.
15. INTELLECTUAL PROPERTY
Unless otherwise stated, the Horizonline name, logo, website design, written content, graphics, documents, materials and other website content are owned by or licensed to Horizonline. You may not reproduce, modify, distribute, commercially exploit or republish our content without prior written permission, except where permitted by law.
16. CONFIDENTIALITY
Horizonline will take reasonable measures to maintain the confidentiality of information provided by clients. Confidential information may be disclosed where required by law, court, regulator or government authority, necessary to provide the requested Service, required for professional or compliance purposes, or otherwise authorized. Personal information is also handled in accordance with our Privacy Policy.
17. ELECTRONIC COMMUNICATIONS
You acknowledge that communications may take place through email, telephone, WhatsApp and other electronic channels. Electronic communications may be used for service-related notices, document requests, quotations, invoices, updates and other communications relating to your engagement. You are responsible for keeping your contact details accurate and accessible.
18. MARKETING COMMUNICATIONS
Where permitted by applicable law, Horizonline may contact you regarding services, offers, business updates, educational information and promotional campaigns. Communications may be sent through email, telephone, SMS or WhatsApp, subject to applicable consent and requirements. You may request to stop promotional communications. Essential communications relating to an active Service may continue where reasonably necessary.
19. PRIVACY AND DATA PROTECTION
Personal information collected by Horizonline is handled in accordance with our Privacy Policy and applicable UAE data-protection requirements. Our Privacy Policy explains how we collect, use, retain, disclose and protect personal information. By providing information to Horizonline, you confirm that the information supplied is accurate and that you have the right to provide it.
20. THIRD-PARTY SERVICES
Certain Services may require interaction with government authorities, banks, free zones, technology providers, couriers, translators, medical centres or other third parties. Horizonline does not control the independent policies, decisions, fees or processing times of such parties and is not responsible for decisions made independently by them.
21. FORCE MAJEURE
Horizonline shall not be responsible for delay or failure to perform an obligation where caused by circumstances beyond our reasonable control, including government actions, changes in law, natural disasters, epidemics, war, civil disturbance, telecommunications failures, cyber incidents, utility failures, strikes, banking disruptions or other events that could not reasonably have been prevented or anticipated.
22. SUSPENSION OR TERMINATION
A client may request termination by written notice, but remains responsible for Services completed, approved expenses, government charges and other non-refundable costs incurred before termination. Horizonline may suspend or terminate Services where the client materially breaches these Terms, fails to pay, provides false or misleading information, fails to provide required documents, proposes unlawful activity, cannot satisfy compliance requirements, or continuing the engagement creates legal, regulatory or material risk.
23. COMPLAINTS AND CUSTOMER SUPPORT
If you have a concern regarding our Services, please contact us as soon as reasonably possible with details of the issue. We will make reasonable efforts to review and address legitimate complaints fairly and within a reasonable period. Nothing in this section prevents a client from exercising rights available under UAE law.
24. GOVERNING LAW
These Terms shall be governed by and interpreted in accordance with the applicable laws of the United Arab Emirates and, where applicable, the laws of the Emirate of Sharjah. Matters not expressly addressed shall be subject to applicable UAE laws and regulations.
25. JURISDICTION
The parties will attempt to resolve disputes through good-faith communication. If a dispute cannot be resolved amicably, it shall be submitted to the competent courts of the applicable Emirate in accordance with UAE law, subject to mandatory jurisdictional requirements.
26. CHANGES TO THESE TERMS
Horizonline may update these Terms to reflect changes in Services, business practices or applicable laws. The latest version will be published on our website with the relevant effective date. Continued use after an updated version becomes available may constitute acceptance of the revised Terms to the extent permitted by law.
27. SEVERABILITY
If any provision is determined to be invalid, unlawful or unenforceable, it shall be interpreted or modified to the extent necessary to make it enforceable, while the remaining provisions shall continue to apply.
28. ENTIRE AGREEMENT
These Terms, together with any applicable quotation, proposal, engagement letter, service agreement and Privacy Policy, form the framework governing the relationship between the client and Horizonline for the relevant Services. Specific written terms agreed for an individual engagement may override these general Terms where expressly stated.

30. ACKNOWLEDGEMENT
By accessing our website or engaging Horizonline, you acknowledge that you have read and understood these Terms and Conditions, agree to comply with them, confirm that information and documents supplied by you are accurate and genuine, will comply with applicable UAE laws and regulations, and understand that government authorities, banks and other third parties may make independent decisions affecting your application or Service.
